Shaping the Future of Food Law Education at MSU
When you think about the foods that make it to your table—from fresh produce to international imports—it’s easy to forget the complicated network of rules and regulations that make sure those products are safe, properly labeled, and fairly traded. Behind every label, inspection, and compliance form is a system of food laws that touches nearly every aspect of our lives. Understanding those laws isn’t just for lawyers; it’s essential for professionals across the food industry, policymakers, and even international organizations.
That’s where the Institute for Food Laws and Regulations (IFLR) at Michigan State University comes in. For more than two decades, IFLR has been helping people around the world understand and navigate the complexities of food regulation. What makes IFLR stand out is its singular focus: we don’t do research—we focus 100% on education. That means every course, every program, and every innovation is designed with one goal in mind: providing the best possible learning experience in food law.
A Global Classroom
One of the hallmarks of IFLR is its international reach. Our students come from across the globe, creating a truly diverse and dynamic learning community. In any given class, you might find a government regulator from Africa, a food safety officer from Asia, and an attorney working on trade issues in Europe—all learning alongside one another. This global mix of perspectives doesn’t just enrich the classroom; it also reflects the reality of food regulation, which increasingly crosses borders and requires international cooperation.
Expert Faculty, Real-World Experience
Our courses are led by faculty who are not only experts in food law but also have hands-on experience in industry, government, and international organizations. They bring real-world cases, challenges, and solutions directly into the classroom, making the learning both practical and engaging.
Accessible and Flexible Learning
Because all of our courses are offered online, students can fit their studies around busy professional and personal lives. Whether you’re a food industry executive looking to understand trade regulations, a policymaker navigating labeling requirements, or a student preparing for a career in food law, IFLR’s flexible programs are built to meet you where you are.
Looking Ahead
The world of food law is constantly evolving, from new technologies like cell-based meats to shifting international trade agreements. IFLR is committed to staying at the forefront of these developments, expanding our course offerings, and leveraging the latest in online learning technology to keep education accessible, engaging, and relevant.
At Michigan State University, we believe that education has the power to transform industries and improve lives. Through IFLR, we’re proud to empower professionals and students across the globe to navigate food laws with confidence, shaping safer, fairer, and more transparent food systems for everyone.

EU Food Law Handbook
The EU Food Law Handbook edited by Bernd van der Meulen was published in September 2014. Bernd van der Meulen is respected scholar in EU food law, and he includes an outstanding ensemble of knowledgeable experts, like Martin Holle (Nutrition Policy in the European Union), Cecilia Kuhn and Francesco Montanari (Importing food into the EU), and others. From the introduction: "This ‘EU Food Law Handbook’ presents the most significant elements of these legal developments with contributions from a highly qualified team of academics and practitioners. Their analysis is based on a shared vision of the structure and content of EU food law. The book takes the perspective of food law embedded within general EU law. It highlights the consequences of this combination and provides insights into both substantive and procedural food law.
"Taking the General Food Law as a focal point, this handbook analyses and explains the institutional, substantive and procedural elements of EU food law. Principles are discussed as well as specific rules addressing food as a product, the processes related to food and communication about food to consumers through labelling. These rules define requirements on subjects like market authorisation for food additives, novel foods and genetically modified foods, food hygiene, tracking & tracing, withdrawal & recall. The powers of public authorities to enforce food law and to deal with incidents are outlined. Attention is given to the international context (WTO, Codex Alimentarius) as well as to private standards.
"In addition to the systematic analysis, the book includes selected topics such as nutrition and health policy, special foods, food import requirements, food contact materials, intellectual property and animal feed.
“The ‘EU Food Law Handbook’ is produced in co-operation with the European Institute for Food Law. It is relevant for practitioners and academics both with and without a background in law. It is ideal for education purposes.”

Ukraine adopts new food legislation to align with the EU
On 16 September 16, 2014, the Parliaments of the EU and Ukraine ratified the EU-Ukraine Association Agreement (EUAA). The new Ukraine food law appears relevant in the light of the EUAA, Article 474, which provides that the Ukraine will carry-out a gradual approximation of its legislation to EU law.
Article 1 of the Law on Food Safety contains provisions on the safety of food, traceability; risk analysis (defined as a process consisting of three interconnected components: risk assessment, risk management and risk communication), the system of hazard analysis and critical control points (HACCP), food supplements, and novel foods.

Foundations of EU Food Law and Policy
“Despite the celebratory mood, the book provides forward-looking views on the future scientific and regulatory challenges facing the Authority. Overall, the Authority emerges as belonging to a balanced, yet improvable, food legal system that deserves permanent scrutiny, guidance and judgment. That is the expectation of 500 million EU citizens, the daily clients of this very system.” Foundations of EU Food Law and Policy - Ten Years of European Food Safety Authority by Alberto Alemanno
